Rain does not bother the city too much and there are more often just showers. You can expect these most often in spring and autumn, specifically in April, September and October. Snow can fall during the winter, but it doesn't last very long. It usually snows in February.

When to go to Bologna
The ideal weather for city hiking in Bologna is from early spring to early summer, i.e. March, April, May and the first half of June. The summer is unnecessarily hot and don't stay too long and instead head to the sea in Rimini.
Autumn is as captivating as spring. From September to November, just allow for the possibility of showers, but even so, there aren't many.
Winter is no obstacle to visiting the city, just dress warmly to stay out as long as possible.
