Cebu Airport uses 2 terminals connected in one medium-sized complex.
- Terminal 1 - serves all flights to domestic destinations in the Philippines
- Terminal 2 - serves all direct international flights from Cebu
If you are flying from Cebu to an international destination with a connection in Manila, you will therefore use Terminal 1.
A free airport shuttle bus runs 24/7 between the terminals approximately every 15 minutes (public section only - landside). The journey time is about 2 minutes. You can therefore also walk between the buildings within 10 minutes on the outdoor walkway.
Generally the terminals are modern and uncluttered, but often very crowded with not enough seats. Queues for security checks can be well over 30 minutes.

Transfer between flights
Cebu is a regionally important transfer airport, especially between domestic flights.
However, some airlines (such as Cebu Pacific or Philippine Airlines) may also offer international connections here.
Below is the procedure in case you have both flights booked in one reservation (guaranteed transfer) or are travelling with hand luggage only and have already generated a boarding pass for the connecting flight.
Domestic <-> Domestic
There are many domestic destinations from Cebu, including small islands that are not served by direct flights from Manila.
After getting off the plane, you have to walk down to the baggage claim area.
From here, follow the "Transfer" signs which will lead you to the security checkpoint for transfer passengers only. From here, take the escalator to the departure area.
- Average transfer time - 15-25 minutes
- Transfer baggage - will be transferred automatically
International <-> International
If you are transiting through Cebu to another international destination, you do not have to go through immigration control or leave the transit area.
When you get off the plane, follow the "International Transfer" sign that will lead you to the security checkpoint for transfer passengers only. From there, take the escalator to the departure area.
- Average transfer time - 15-25 minutes
- Transfer baggage - will be transferred automatically
International <-> Domestic
When transferring from an international flight to a domestic flight or vice versa, you must always leave the transit area, go outside to the public area, go to the second terminal approximately 300 metres away and check in again.
The distance between the terminals is a maximum of 5 minutes by free shuttle bus.
When transferring from an international to a domestic flight, you must always collect your luggage and check it in again.
On the reverse transfer from domestic to international, the baggage may be transferred automatically. However, always check this situation when you check in at your point of departure.
- Average transfer time - 45 to 90 minutes
- Baggage on transfer - you must collect and re-check-in
Overnight in the terminal - opening hours
The airport remains open 24/7.
However, both terminals are quite cramped and there is a significant shortage of seats in the public area.
Due to the all-night traffic, both terminals are also very busy throughout the night.
Hotels near the airport
There are two hotels in the airport area.
- Aerotel Cebu *** - a small hotel directly inside the international terminal, access only from the public area
- Waterfront Airport Hotel and Casino **** - a standard large hotel directly opposite the domestic terminal
Significantly cheaper hotels can be found within about 2 km of the airport. We recommend choosing hotels on the main road, which is easily accessible by taxi from the centre and the airport.
Some hotels also offer private transfers from/to the terminals:
