This is IMHO quite common, not everywhere 12h luxury like in Vienna.
Yandex Go from/to the airport can be bought for around 20 GEL.Or Bold usually a bit more expensive, but still cheap. SIM is far cheaper in the city, with Magti 3G data costs about 9 GEL/month or 5 GEL/month or 2 GEL unlimited/day. However, backhaul traffic is not included, so the capacity lasts longer. There is WiFi at the airport, so you can call a taxi in the lobby without a SIM card. Taking a taxi without the app is risky. Taxi drivers often quote a price at the airport, and only in the city they say it was per km and not per ride!
