Air Arabia operates a regular bus service from the airport to Muharram Bek bus station in the southern suburbs of Alexandria (location at google.com/maps).
So you'll always have to take a taxi or Uber from the bus station to the centre, 5km away, anyway.
All passengers can use Air Arabia buses, even if they are arriving or departing with another airline.
