I'm adding an experience if anyone is interested in this regarding transfer within Cairo in case you are only connecting but not flying on one ticket and need to re-check in.
I have not read this anywhere. It is possible to apply for a transit visa for 8-96hrs if you travel with Egypt Air for free.
Further, if you are only connecting in Cairo but need to re-check in, there is no need to pay for a visa. Upon arrival, you need to find the transfer desk where they will arrange for your luggage from the previous flight to be picked up and brought to you. You will then be transferred to the appropriate terminal where you will check in and hand over your luggage at the transfer desk. This means you will not get out of the airport at all. Everything was done quite quickly in about 40 minutes. We travelled from Qatar with Qatar Airways and then with Egypt Air.
